Why Lithuania?

Lithuania is one of the Baltic countries, bordering Poland, Russia, Belarus and Latvia. It is a member of the European Union and NATO, and its home to about 3 million people.

The Lithuanian e-commerce market is the largest in the Baltics. This is largely due to the rise of the digital economy in the country. An increase in online shopping during the COVID-19 pandemic, as well as competitive domestic online stores, have accelerated the market development.

In 2024, Lithuania outperformed all other EU countries in the e- commerce sector, according to a report by Eurostat Digital Technology. In fact, Lithuania has the highest share of online businesses of any EU country (39%), above Sweden (38%) and Denmark (37%).1

Earnings from sales of goods and services via the internet in Lithuania are estimated to grow by nearly 58% between 2023 and 2027. In 2022, e-commerce sales generated only 18% of the revenue earned by enterprises.2

The e-commerce landscape

In 2022, approximately two thirds of Lithuanian internet users shopped online. The most frequent customers were aged 25 to 34, with nearly 24% of consumers having purchased online within the past three months.4

E-commerce consumers in Lithuania mainly buy clothing, footwear and accessories. Other popular choices include tickets, cosmetics, and medicines. Over 80% of these purchases are made domestically.

The largest e-commerce platforms in Lithuania are Pigu.lt, Senukai.lt, and Varle.lt. Pigu sells a range of goods in various categories, including construction, home improvement, cosmetics, apparel and children’s goods. Lithuania-based Vinted is one of the leading C2C e- commerce retailers worldwide. The second-hand e-tailer operates in 16 countries and is recognised by 80% of second-hand consumers worldwide.5

Opportunities

The Lithuanian e-commerce market is somewhat fragmented due to differing preferences in a range of incomes and age groups. Wealthier customers often make purchases based on the brand, while prices are a determinant of quality for Lithuanians. Importantly, for these consumers, products from abroad are also synonymous with high quality. As the Lithuanian economy continues to grow, so too does consumer confidence. More and more customers are paying attention to service and loyalty programs.6

When it comes to cross-border shopping, Russia is the leading country for which Lithuanian’s like to purchase from. Followed by Germany, Poland, Latvia and the Netherlands.

Logistics

Lithuania has a highly developed network of highways and railroads. It is key in rail transport thanks to the railway line connecting Scandinavia with Central Europe. There is also Saulė (Sun Train), which connects Europe and China. Lithuania is also set to play a crucial role in the European Union’s Trans-European Transport Network project – the Baltica Railway – which is scheduled for completion in 2030.

Despite the fact that Lithuania is a small country, the road network is very developed – 21,000 km. Thanks to this, this country is considered to be one of the best-connected in this part of the world. As well as this, the northernmost port in the Baltic Sea, Klaipėda, can handle up to 40 million tons each year. The port works all year round and has enormous storage facilities.7

Keep in mind

In Lithuania, the prevailing standard tax rate stands at 21%. However, there are specific provisions within Article 19 of the Lithuanian VAT Law that establish a reduced rate of 9% for various types of supplies, such as home heating and printed materials.
